Overview of the situation
&lt;br /&gt;

&lt;br /&gt;
Israeli authorities have continued to impose an illegal blockade on the Gaza Strip, placing physical and administrative restrictions on the movement of people and goods. This includes imposing a “buffer zone”, or an access restricted area (ARA) on land and sea. Restricted land includes the “no-go” zone, which covers the area between 0 - 500 metres from the Israeli fence where access is totally prohibited, and the “high risk” zone, which covers the area from 500 - 1,500 metres up to the fence. Along most of Gaza’s coast, the restricted area begins at three nautical miles (NM) from shore1.
&lt;br /&gt;
 It is estimated that the ARA covers approximately 62.6 square kilometres - approximately 35% of Gaza’s cultivable land and 85% of Gaza’s maritime area – making these areas totally or partially inaccessible to Palestinians2. Various forms of violence continue to be used by Israeli Forces to enforce these restrictions including: airstrikes, incursions, land levelling operations, firing of warning shots and the targeting with live ammunition Palestinian civilians living and working in these areas. In addition, Palestinian armed groups use the ARA for carrying out various military activities against Israeli targets. The overall situation in the ARA continues to have a negative impact on Palestinian civilian life and property in the Gaza Strip and is limiting the provision and access to essential services such as education, health, shelter, water and sanitation.

According to Kyriacos Kyrou, head of the Water Development Department, the dams of Evretou and Kannaviou - also in the Paphos district - are expected to overflow over the next five to 10 days.

Altogether, the island’s dams are now at 65 per cent of capacity.
&lt;br /&gt;

&lt;br /&gt;
Authorities have not ruled out an overflowing of the largest dam, Kouris; the last time this occurred was eight years ago.
&lt;br /&gt;

&lt;br /&gt;
Kyrou explained that the filling of the dams was due to a combination of the rainfall and the inflow of water in particular, which during the month of January is significant because the shorter duration of sunlight means less evaporation.

The latest round of United Nations-facilitated talks between the leaders of the Greek Cypriot and Turkish Cypriot communities aimed at the reunification of Cyprus have ended in New York after “robust and intensive” discussions, Secretary-Ban Ki-moon said today, calling for a decisive move to reach a final agreement. 
&lt;br /&gt;
Mr. Ban, who attended the talks between Greek Cypriot leader Demetris Christofias and his Turkish Cypriot counterpart, Dervis Eroglu, on Monday and Tuesday, said “limited progress” was achieved during the meeting. 
&lt;br /&gt;

&lt;br /&gt;
He also reminded both parties that the process is Cypriot-owned and Cypriot-led. 
&lt;br /&gt;

&lt;br /&gt;
“The UN is not here to impose solutions upon the sides,” Mr. Ban told reporters at UN Headquarters, adding that the two sides had come to the meeting to make an effort to resolve the main challenges in the process – the issues of the election of the executive, property and citizenship. 
&lt;br /&gt;

&lt;br /&gt;
“In terms of next steps, I have proposed that the sides complete the exchange of data on property within the next two weeks to which they agreed,” said Mr. Ban, whose Special Adviser on Cyprus, Alexander Downer, will brief the Security Council later today on the talks. 
&lt;br /&gt;

&lt;br /&gt;
“I will be providing a report to the Security Council on the status of the negotiations at the end of February [and] at the end of March I will seek a review of the process from my Special Adviser. 
&lt;br /&gt;

&lt;br /&gt;
“If his report is positive, consistent with relevant Security Council resolutions and following consultations with the two sides, I intend to call a multilateral conference in late April or early May,” said the Secretary-General. 
&lt;br /&gt;

&lt;br /&gt;
He stressed that, at this stage of the talks, even maintaining the momentum and continuing negotiations in an intensive manner is not sufficient. “I have urged the leaders to make decisive steps to move to a final agreement,” he added.

“The United Nations remains convinced that it is in the interest of all Cypriots to reach a durable settlement,” he said.

The UN peacekeeping forces in Cyprus have asked the people squatting on the Ledras/Lokmaci buffer zone to evict the premises for security and hygiene reasons or someting like that. I went there today and spent about half hour. I felt pretty secure and the place was as clean as it could possibly be under the circumstances; no electricity, no running water, no toilet or kitchen. It was a bit muddy because the protesters embarked on a &amp;quot;Green up the Green Line&amp;quot; project that inevitably included earth being moved around... The people that have actually been living in there for the past couple of months are doing a great job. Just surviving there and hanging on is not easy and that's not all they are doing. They inform passers-by, they organise discussions, screenings or musical events. They have opened up the adjacent shops and are trying to turn them into a kitchen, a library and an exhibition centre. A few days ago the Turkish Cypriot authorities with the help of UNFICYP removed a generator the protesters were using. They are thinking to get pedal-powered generators. 
&lt;br /&gt;

&lt;br /&gt;
It is the most valid and honest rapprochement effort to ever happen in our country. In my humble opinion it is the most important event that happened to the Cyprus Problem since 1974. These people are practicing what everyone else just likes to muse about and what politicians are saying we should dream about when we vote for them. 
&lt;br /&gt;

&lt;br /&gt;
So I'm wondering: if the Occupy the Buffer Zone movement gets evicted from the buffer zone who will win? Whose success will it be?
&lt;br /&gt;

&lt;br /&gt;
One answer is UNFICYP. They will have successfully &amp;quot;cleaned up&amp;quot; the buffer zone and regained control of it, as is their mandate. But is it? Are the occupiers really a hazard to themselves or to others? No. A visit easily proves this and if you ask me UNFICYP should provide them with adequate means to survive there since they are Cypriot citizens trying to survive in their own country while police and armies are hindering their efforts. It's kind of understandable coming from the nationalist Eroglu but truly baffling coming from the Marxist-Leninist Christofias.

An eviction would be a success only for the system that created the Green Line and needs it to continue being there. Unfortunately this system includes all the political forces on both sides plus armies in Cyprus and outside it. And I am not afraid to say it: this system includes the great majority of the inhabitants of Cyprus. If that were not so the Green Line would have gone the way of the Berlin Wall already.

they fear how much this movement will grow. it is not pie in the sky, it is easy to understand; there are &amp;quot;Greeks&amp;quot;, there are &amp;quot;Turks&amp;quot;, there are Cypriots. the public will start to recognise that their representation as citizens of a State called Cyprus for the last fifty years have been on their own track, that the debate is invalid, that their leadership have been struggling to maintain a balance of power which keeps us as adversaries within their control.

if the youth reject the thinking that they are from mutually exclusive sets, it may be possible for them to break the cycle of their exploitation as markets (and as taxpayers). they may realise the benefit of their cooperation and other notions which represent a way of life which ends their impotence, that they are a power which is loathed by the established order as it has been defined. don't forget that what was destroyed by the Problem was a society that was very socialised, able to sustain itself mostly as village dwellers without external influences, who identified with their land and not their culture. they may realise the value of the island, and its relationship to the geography which surrounds it, they may realise that the example that they represent may be emulated; something clearly, the interlocutors wish to stop.

do not despair, it is good news. we now know that these puny nobodies cannot be ignored, and that their idea is a dangerous thing to those who wish things stay the same. i hope and pray that the bonds between them will remain, and it is my opinion the forces against them have started something which will not stop. better for the powers that exist if they had coddled the protesters, and corrupted them, but soon it will be too late for that.

The UN peacekeeping forces in Cyprus have asked the people squatting on the Ledras/Lokmaci buffer zone to evict the premises for security and hygiene reasons or someting like that. I went there today and spent about half hour. I felt pretty secure and the place was as clean as it could possibly be under the circumstances; no electricity, no running water, no toilet or kitchen. It was a bit muddy because the protesters embarked on a &amp;quot;Green up the Green Line&amp;quot; project that inevitably included earth being moved around... The people that have actually been living in there for the past couple of months are doing a great job. Just surviving there and hanging on is not easy and that's not all they are doing. They inform passers-by, they organise discussions, screenings or musical events. They have opened up the adjacent shops and are trying to turn them into a kitchen, a library and an exhibition centre. A few days ago the Turkish Cypriot authorities with the help of UNFICYP removed a generator the protesters were using. They are thinking to get pedal-powered generators. 
&lt;br /&gt;

&lt;br /&gt;
It is the most valid and honest rapprochement effort to ever happen in our country. In my humble opinion it is the most important event that happened to the Cyprus Problem since 1974. These people are practicing what everyone else just likes to muse about and what politicians are saying we should dream about when we vote for them.

&lt;br /&gt;
So I'm wondering: if the Occupy the Buffer Zone movement gets evicted from the buffer zone who will win? Whose success will it be?

One answer is UNFICYP. They will have successfully &amp;quot;cleaned up&amp;quot; the buffer zone and regained control of it, as is their mandate. But is it? Are the occupiers really a hazard to themselves or to others? No. A visit easily proves this and if you ask me UNFICYP should provide them with adequate means to survive there since they are Cypriot citizens trying to survive in their own country while police and armies are hindering their efforts. Cyprus President Demetris Christofias has said the differences between the two sides in the chapter of external relations are more than evident, insisting that it is because of this reason that the discussions on the matter continue.

Speaking to the press after a meeting he had with the Turkish Cypriot leader Dervis Eroglu in the framework of UN-led direct talks to solve the Cyprus problem, Christofias said the leader’s aides, George Iakovou and Kudret Ozersay will now hold a meeting on Thursday in order to focus more on the matter.
&lt;br /&gt;

&lt;br /&gt;
Replying to a question whether the Turkish Cypriot side wants the two federal constituent states to be able to sign separate agreements with third countries, the president said, “there is the possibility for direct agreements in relevant matters, such as trade and culture issues, however this must happen in cooperation with the Central Government and our differences focus on that.&amp;quot;
&lt;br /&gt;

&lt;br /&gt;
He added that during Monday’s meeting, the two leaders had an exchange of views on the property issue.
&lt;br /&gt;

&lt;br /&gt;
“The UN will continue their shuttle diplomacy in order to have some results before the meeting at the end of January, between the UNSG and the leaders of the two communities,&amp;quot; he said.
&lt;br /&gt;

&lt;br /&gt;
Christofias said that during today’s meeting, the Greek Cypriot side had raised the issue of the census conducted in northern Cyprus on Sunday and had insisted the issue be discussed according to the international principles.
&lt;br /&gt;

&lt;br /&gt;
“We cannot agree with the position of the Turkish Cypriot side that any data put on the table by either side regarding the citizenship issue will be accepted,&amp;quot; he said.
&lt;br /&gt;

&lt;br /&gt;
He added that during the next meeting between the leaders to take place on Monday, the Greek Cypriot side will ask UNSG Special Adviser Alexander Downer for clarifications on whether UN observers have visited northern Cyprus for the census.

Little media attention has been paid to “Occupy Nicosia,” an initiative by young local activists from opposite sides. It is inspired by the economically focused “Occupy” movements happening around the world. But this one has a different twist: an end to the occupation of the minds of Turkish and Greek Cypriots.

&lt;br /&gt;
They call it “Occupy the Lidra St. Buffer Zone.” But they have also taken matters into the sphere of social media and their dialogue bears little resemblance to that which we are accustomed to from either leaders Dervi&amp;#351; Ero&amp;#287;lu or Demetris Christofias. It is in marked contrast to anything you’ll hear from a latest delegation of United Nations or the European Union.
&lt;br /&gt;
 
&lt;br /&gt;
With a bit of hunting around Facebook you can track down the participants and the latest encampment this past weekend. Check out their pledge: “We will arrange events in the buffer zone, music, talks, art, etc… and produce media to diffuse online, to stop being silent, to stop being invisible, to raise awareness of how our beautiful island has been divided and used as a military springboard, to propose new ways of thinking about the Cyprus question, to crumble the stale bread that we have been passing around for years.”
&lt;br /&gt;
 
&lt;br /&gt;
A good primer on all of this is to be found at “The Stream,” a hip talk show on the TV network Al Jazeera. “We live on a divided island but the two sides are very connected,” argues Mihalis Eleftheriou, a Greek Cypriot linguist and one of the “Occupy Nicosia” activists. “We don’t have to agree on the history to move forward.”

In turn, Turkish Cypriot sociologist Rahme Veziro&amp;#287;lu argues that the real problem is that Cyprus has long been a pawn in the greater game of Middle Eastern power struggles, and “we [refuse] to live on an island of power struggles.”
&lt;br /&gt;
 
&lt;br /&gt;
The half-hour discussion between these two and others is instructive for its effort to articulate a very new and different narrative of the problems that divide Cyprus. It’s also instructive in the tools of social media: a combination of studio guests, guests via Skype video link (including Eleftheriou and Veziro&amp;#287;lu) and video questions beamed in via Twitter and YouTube.
&lt;br /&gt;
 
&lt;br /&gt;
A consensus quickly emerges between the young Cypriots on the need for Turkish language curriculum in schools in the south, Greek in the schools of the north. The Cypriots quickly reject assumptions of the non-Cypriot questioners, including the assumption of “two communities.” Eleftheriou counters that “ethnically” they are one people and outsiders ignore the Arab, Armenian, Latin and other identities that have been part of the island for centuries.
&lt;br /&gt;

&amp;quot;Discussions have been positive, productive and vigorous,&amp;quot; Ban told journalists, flanked by the two leaders at the UN headquarters.

&amp;quot;This has given me confidence that a comprehensive settlement can be achieved. Both leaders have assured me that they believe that they can finalise a deal,&amp;quot; he said, as quoted by Reuters.
&lt;br /&gt;

&lt;br /&gt;
The UN has been trying for years to reunite Cyprus. The conflict has heavily affected EU-Turkey relations (see background).
&lt;br /&gt;

&lt;br /&gt;
So far, only one accession chapter (science and research) has provisionally been closed. Eleven more have been opened, but eight remain blocked over Turkey's failure to implement the Ankara Protocol, which opens ports in the Northern part of Cyprus to vessels from the Republic of Cyprus.

&lt;br /&gt;
Recently Turkey said that it would 'freeze relations' with the EU if Nicosia is given the EU presidency in 2012.
&lt;br /&gt;

&lt;br /&gt;
The online edition of the Famagusta Gazette reports on the proposed January summit in rather skeptical terms, saying that such a meeting would be the fifth of its kind since 2008. Previous such meetings took place in Geneva.
&lt;br /&gt;

&amp;quot;It now looks unlikely that both sides will resolve the outstanding issues in the next six months, before Cyprus takes up the EU Presidency,&amp;quot; the independent English-language newspaper reported.

Many hurdles remain

According to sources quoted by Reuters, the two sides did not agree on how to elect a Cypriot president on a rotating basis, and there was no “substantive change in positions” on issues relating to the property rights of displaced persons and territorial adjustments to facilitate a federation.
&lt;br /&gt;

&lt;br /&gt;
But Turkish media said the two sides were able to reach an agreement on some other issues.
&lt;br /&gt;

&lt;br /&gt;
The daily Milliyet reported that Ero&amp;#287;lu and Christofias had agreed that a new, reunified Cypriot state would use the euro, although the Turkish lira, the valid currency in the Turkish north, would remain in use for a one-year transition period.
&lt;br /&gt;

&lt;br /&gt;
The presidency of the central bank of the new Cypriot state would rotate between Turkish and Greek Cypriots. And the impoverished Turkish side would receive funds from the federal state for 13 years to help resolve infrastructure problems.
&lt;br /&gt;

&lt;br /&gt;
The Turkish and Greek sides would be equally represented in all levels of the judiciary, but the Greek side would have the majority in the lower house of the Cypriot parliament, controlling 75% of the seats. However, the Turkish side was given guarantees that any bill deemed detrimental to their interests will not pass, Milliyet reported.
&lt;br /&gt;

&lt;br /&gt;
Accordingly, either of the two sides will be able to veto a specific bill when half of their lawmakers oppose it.

The Turkish Cypriot leader Dervis Eroglu has claimed that President Christofias is going to New York without having the courage to sign any agreement. He was speaking after he and President Christofias met for last time before a trilateral summit in New York. 
&lt;br /&gt;

Speaking on Turkish Cypriot TV, Mr. Eroglu has claimed that President Christofias insists that all 165,000 Greek Cypriot refugees must return to their homes and added that if this happened, then no room would be left for Turkish Cypriots. 
&lt;br /&gt;

&lt;br /&gt;
Replying to President Christofias’ statement, “let all the settlers return to Turkey”, Eroglu said that “the ‘TRNC’ is a state and has the right to make decisions. No state can kick its citizens out onto the street”.
&lt;br /&gt;

&lt;br /&gt;
It is calculated that mainland Turkish settlers outnumber the indigenous Turkish Cypriot population in the northern part of Cyprus, with many of them living in homes stolen from Greek Cypriots after the 1974 invasion.
&lt;br /&gt;

&lt;br /&gt;
Eroglu added that: “Under no circumstances will the Turkish Cypriot side say yes to every demand of the Greek Cypriot side”, adding that the Turkish Cypriot side has taken important steps in six chapters discussed during the negotiations. 
&lt;br /&gt;

&lt;br /&gt;
Christofias and Eroglu are about to travel to New York for a two-day meeting with UN Secretary General Ban Ki Moon on October 30 and 31, their fourth consecutive meeting with the UN Chief, as the UN-backed talks completed their third year.
&lt;br /&gt;

&lt;br /&gt;
Separately, Commenting on Cyprus drilling activities for oil and natural gas, Eroglu reiterated that he had asked President Christofias to postpone these activities so that no problems are created in the negotiating process. 
&lt;br /&gt;

&lt;br /&gt;
However, he added, President Christofias did not accept it.

In my Cyprus, the Green Line becomes a frontier, no longer a border, because (at least for some), the displaced return as they left, as Communities. Enclaves, which pocket the whole island, offers this opportunity to Individuals by having real choices as Persons (, that will include some of the newly displaced,), with the possibility of more than two &amp;quot;zones&amp;quot; (including the needs of the Maronite and Armenian communities, Sovereignty never being a question), without tearing the fabric of the living around them, respectful to the reciprocal nature of their recognition for the special needs of the Minorities amongst them, inclusive because the diversity of each society (Turkish and Greek mostly) will expand island wide.

Cypriots rely on your abilities to remember that they may be the few in a wider complexity of the Problem, they, they need Good Governance based on the Principals of Free Association, Free Expression, Free Movement, and a Rule of Law.

Avraham Israeli, specialist in water and environmental technologies, was the main speaker at a joint presentation organised by the Embassy of Israel, the Cyprus-Israel Business Association and the Cyprus Chamber of Commerce and Industry, where he reviewed the water, environmental and renewable energy sectors of Israel and presented some of the innovative solutions Israeli companies have resorted to.

He also pointed out that Watec Israel 2011, to be held in Tel Aviv on November 15-17, offers a great opportunity for meeting, discussing and establishing research and business co-operation with relevant companies and institutions.

In my Cyprus, the Green Line becomes a frontier, no longer a border, because (at least for some), the displaced return as they left, as Communities. Enclaves, which pocket the whole island, offers this opportunity to Individuals by having real choices as Persons (, that will include some of the newly displaced,), with the possibility of more than two &amp;quot;zones&amp;quot; (including the needs of the Maronite and Armenian communities, Sovereignty never being a question), without tearing the fabric of the living around them, respectful to the reciprocal nature of their recognition for the special needs of the Minorities amongst them, inclusive because the diversity of each society (Turkish and Greek mostly) will expand island wide.

Cypriots rely on your abilities to remember that they may be the few in a wider complexity of the Problem, they, they need Good Governance based on the Principals of Free Association, Free Expression, Free Movement, and a Rule of Law.
