What I would like to comment on is the following paragraphs.

The only sweeping these changes seem to have done is the floor, since even though the penal code has changed, the penalizers have remained the same.

I guess this is one of those 'many significant concessions that we <Turkey> have made in our bid to join the EU and got nothing in return'.
