My obvious question is "why should there be?"

As an extreme example, I remember the Scottish devolution referendum 6 years ago. There were, for example, students from all over the world getting polling cards although they were only in the country for 6 months or a year and the election result could have had no possible relevance to them!

The following is probably hideously reactionary, but I believe that the only people who should be able to vote in any election are citizens of the host country who have their first residence there ...

The point is that these people do 'live there' and not just for some of the time but all or the vast majority of the time, yet get no voice in municiapl elections (in breach of EU law btw).

Alastair is saying, as far as I understand it, that if you are not a CITIZEN of a country but are a RESIDENT, you should not get to vote in LOCAL elections - bur presumably should still pay your local taxes. Seems a bit unfair to me.
