So Is it Ok or Not to build on Turkish Cypriot Land ? Is he telling his people that they can build but are not breaking a law as the land registry is not issuing deeds ?

Don't get your knickers in a knot.
nobody said its OK to build on "Turkish" land. Displaced people who built on land owned by Cypriots of turcophonic origin should not worry.
A long term leasing arrangement implies that a value has been established from which an owner could gain, it does not imply that the government has taken this land as its own. |

TPap issues leases which allows the person living in the house some dignity, and it recognises that another is the owner. Better than the wholesale erasure of history that Turkey has foisted on the land they call Turkish Republic of Northern Cyprus.
...and i meant what i said; twisted means it can be untwisted, a knot is more permanent and needs to be untied. |

BUT! Remember TPaps and the Republic of Cyprus is governed by the EU and the UN BUT! who governs Turkish Republic of Northern Cyprus?
Turkey?
OR
The Military?
IT is definitely NOT the EU, UN or the Turkish Republic of Northern Cyprus!

PS In other words IF the Republic of Cyprus has broken any LAWS they will be accountable BUT if the Turkish Republic of Northern Cyprus and Turkey have then who do they have to answer to?
