In many ways:
a)as long as the number of Greek Cypriots in the Turkish Cypriot component state is less than a certain percentage then full voting rights.
b)If the number increases then to all those additional people-no voting rights
c)Through a Bizonal Unitary State in which all Government employees will be appointed by the state.In such an agreement all Government employees (includig the Police) in the areas were Turkish Cypriots are the majority are ALL Turkish Cypriots.So the Turkish Cypriots will be governed by their own people.

Any of the 3 i fine with me.

PS. I mean if the only real problem for solving the Cyprob is to chose between voting rights and the rest of rights-I would say what the hell- who cares about voting in todays modern word-in fact there are societies not even 35% of the people care go voting. If the solution would satisfy my rights I would personally have no problem even if Denktash was the President...

Anyway the real reason I asked is because knowing someones nick, is always easier to know the general positions of a person on the Cyprob and answer more easily in a discussion.
