UNITED NATIONS, March 20 (Reuters) - Cyprus and Germany have circulated a draft text that proposes adding seven new members to the U.N. Security Council, the latest attempt to try to break a deadlock on the issue of expanding the council.
A draft text on the expansion of the UN Security Council was rejected by most of the 50 countries who participated in discussing the proposals earlier this week, with India saying the paper did not have an "unambiguous" formulation for expansion of the group's permanent membership.
