ok, i m really pushing my whole multi-zone thing, but hey...its what i think could really work.
What if, everyone got their property back, but if it was occupied by a cypriot, then you would have to wait for it to be vacated/for them to die. If it had substantial development(eg housing/hotels) then you could be given a new house in that town/village, and given either shares(in the company)/compensation. If it was in a state of disrepair, then either a new one could be built in the same village, or it would be renovated.
All settlers would either return(financial incentives) or given work permits and apply for citizenship normally. If they married Turkish Cypriots/born in Cyprus, then they would become Cypriots.
Bizonality would be implimented(voting and such, done as in alex's Revised plan), but boundries drawn up by an independant commission. Every few years, they would review the boundries to match population shifts. After a while, this would lead to splitting up of the origional component states. After a certain point in time(10/20years), it could be decided that the seperated areas could either stay as they are('two component states') or to become lots of small states, like in my old proposal- ie very strong municiplaities.
what do people think about this? Basically, the solution would mean that in the short term, it would be a bizonal state, but as time evolves, the state would become multi-zonal, but the Turkish Cypriots could ahve some kind of veto to try and slow the process, if they do not feel confident enough to stop a bizonal state. |
