I am saying that Turkey could agree that all forces would leave the island - but only after everything else is settled. Basically, Turkey could say that the comprehensive solution will have as one part the complete removal of all foreign armed forces.
Other security issues for the island would still be open to discussion - and overall the new government would be free to choose its security arrangements as all other state do. |

I did certainly read it. The reason many Greek Cypriots rejected it was that the Turkish army did not leave completely, left slowly, and stated they had a right to come back...
Did you read it?
