In other words Bush wants people to stop criticising him and is cynically using the memory of 9/11 to force people to shut up. It's also notable that he didn't mention his policy failures which will make such catastrophes more likely in the next few hundred years as sea levels rise and the oceans warm... nicely swept under the carpet once again Mr. Bush
