Yet another potential enemy for Cyprus?

THE HARD-LINE patriotic camp of Cyprus, which consists of pro-government politicians and columnists, appears to have identified yet another potential enemy of the Republic – Greece’s new foreign minister Dora Bakoyianni. Weeks before Prime Minister Karamanlis had announced her appointment, fears were being expressed by newspapers about the prospect of Ms Bakoyianni shaping Greece’s foreign policy.. There had even been rumours – never substantiated – reported in the press, suggesting that the Cyprus government had conveyed its objections to her appointment to Athens.

It is highly unlikely, that the government would have resorted to such an action, but the fact that it had been considered a possibility is indicative of the audacity of Cyprus’ politicians and commentators. The very thought that we should be entitled a say over who the democratically elected prime minister of Greece would appoint as foreign minister reveals a depressing lack of measure and political maturity. This idea is based on the belief that the government in Nicosia should be calling the shots in Greco-Turkish relations, in a way that would serve its Cyprus problem objectives.

This was, effectively, the case for the two years that Petros Molyviatis served as foreign minister. President Papadopoulos took the decisions and Greece’s foreign ministry, without fail, expressed its full support for them regardless of whether it agreed or not. This suited Nicosia perfectly, because it gave added credibility to the president’s handling of issues, as well as the freedom to do as he pleased. Molyviatis was a technocrat rather than a politician, more interested in the administration of the ministry rather than taking foreign policy initiatives.

Ms Bakoyianni is a different proposition. She is younger, more dynamic and a doer, someone who will undertake foreign policy initiatives; she has set the Cyprus issue and the improvement of relations with Turkey as her priorities. What is even worse, for Greek Cypriot politicians, is that she had publicly supported the acceptance of the Annan plan before the referendum.Now there are fears that she would continue the overtures of friendship towards Turkey, which were successfully initiated by Giorgos Papandreou but abandoned by the ultra-cautious Molyviatis. And a Cyprus settlement would be an integral part of any effort to improve relations with the Turks.

This is the basis of Greek Cypriot politicians’ fears. They suspect that the days when Papadopoulos was given a free rein by Athens are over and that Ms Bakoyianni will not allow the Cyprus government to dictate the agenda. Hopefully, the two governments will find a mode of co-operation because Cyprus cannot really afford a falling out with Greece as well.
